KSMQ-TV (Austin, MN): Assisted station in
development of 3-year strategic and 1-year action plan. Worked with station
president and Board in crafting a “case statement,” setting goals and
prioritizing action steps.
Wisconsin Educational Communications Board
(Madison, WI): Conducted statewide needs assessment and EBS spectrum
utilization study http://www.ecb.org/ebs/ as
precursor to full RFP for excess capacity lease.
Milwaukee Area Technical College, University of
Wisconsin-Milwaukee and Milwaukee Public Schools (MAIN Consortium): Managed
Public Telecommunications Planning Grant investigating community development
needs that could be served by a county-wide educational wireless broadband
network. This led to a successful (but not implemented) construction grant.
WGBH/Boston: Coordinated the “request for
comments” process for the Public Broadcasting Metadata Initiative – a project
to develop a metadata dictionary and controlled vocabulary for “tagging” video
and audio assets for indexing and search tools. Member of the PBCore Metadata
Working Group.
The University of Wisconsin Extension/Wisconsin
Public Television: Managed the "Reforging the
Links: Public Television, Public Service Media, and the Land-Grant University
" project for WHA-Television and the UW System Learning Innovations Center.
OES- The Online Educational Service: As Interim
Chief Technology Officer of OnCourse, conducted research on technology systems
and strategic technology partners to support a proposed “Online Educational
Service” for delivering on-demand educational multimedia to America’s schools.
The Corporation for Public Broadcasting: During
the 1990's, prepared policy development and technology-related articles for info.p@ckets,
the online technology newsletter for public radio and television.
Washington State University: Managed the “Internet2:
Next-Generation PTV Intranet” Project for KWSU-TV and 8 additional PTV
stations. Demonstrated real-time streaming of broadcast-quality MPEG2 video
across the Internet2; created a prototype PTV Programmer’s Portal, allowing for
search, preview and fulfillment of public television video programs.
The Wisconsin Technical College System:
Developed Strategic Instructional and Information Technology Plan for
16-district state system. Conducted site visit interviews at all campuses,
developed planning recommendations now being used by all districts.
Wisconsin Governor's Telecommunications
Infrastructure Task Force: Provided project management for Blue Ribbon task
force reviewing state telecommunications regulation in an emerging competitive
marketplace. Developed policy alternatives for review by Task Force; assisted
key legislators and industry representatives in developing consensus on
advanced universal service program for education and the creation of the
Wisconsin Advanced Telecommunications Foundation.
